Contests with public voting in November in Romania: dates and organisers

The public votes in November in Romania that the reports name are a Radar de Media reader vote in 2023, a Carrefour and RTL customer stage in 2022, and three city hall budget votes in 2020, 2021 and 2023. Three of the four dated closing days fall in November, and the Alba Iulia 2023 budget ran on to 17 December. No report covers 2026, and none names an entry deadline for November, so every date here belongs to a past vote.

Rechecked on 21 October 2026.

Three city budget votes ran in November 2020, 2021 and 2023

The earliest dated budget vote in the reports is Alba Iulia city hall's first participatory budget. Residents were invited to vote online for one of 18 projects from several fields until 30 November 2020. A local report on the launch is dated 26 November, so the window was still open when that report ran.

Bucharest city hall ran the same kind of budget a year later. Its window ran from 5 to 19 November 2021 and covered proposed projects, which gives it a fourteen-day span between its opening and closing days. That is the shorter of the two budget windows where both dates are stated.

Alba Iulia's 2023 budget followed with a longer backing window. Twelve ideas had been submitted, and the online window ran from 15 November to 17 December 2023. It is the only budget vote in the reports that closed in December.

  • Alba Iulia's first participatory budget let residents vote online until 30 November 2020.
  • Bucharest's participatory budget window ran from 5 to 19 November 2021.
  • Alba Iulia's 2023 budget had 12 ideas and a backing window to 17 December.
  • Each budget in these reports chose among projects or ideas, not among entrants.
  • Fourteen days separate the Bucharest budget's opening and closing days.

Reader and customer votes fed two November awards in 2022 and 2023

The Radar de Media gala in November 2023 gave its best informative programme award to Digimatinal, a news programme on Digi24. The award followed site readers' votes, which put Digimatinal first. The reports give no closing day for that reader vote, so this page cannot place it on a calendar.

Carrefour's European Food Transition Awards ran a customer vote for finalists, with French radio RTL as a partner. The customer stage closed on 6 November 2022, the earliest day of the month among the dated closings in the reports.

In both cases the public choice is one stage run by a named organiser: Radar de Media at its gala, and Carrefour with RTL for the finalists. That makes the organiser, not the month, the thing to check first.

  • Digimatinal won the best informative programme award at the XII Radar de Media gala.
  • That award followed site readers' votes, which put Digimatinal first.
  • The Carrefour customer stage for finalists ran online until 6 November 2022.
  • French radio RTL was the partner in the Carrefour awards stage.
  • The reports give no closing day for the 2023 Radar de Media reader vote.

Four dated closing days, and three of them fall in November

Four votes in the reports carry a closing day. Three of them close in November: the Carrefour customer stage on 6 November 2022, Bucharest's budget on 19 November 2021 and Alba Iulia's first budget on 30 November 2020.

The fourth closing day falls later. Alba Iulia's 2023 budget ran from 15 November to 17 December, so a November start did not mean a November close. It is the only dated vote in the material that runs into December.

Opening days are harder to find. Only two reports name one: 5 November for the Bucharest budget of 2021 and 15 November for the Alba Iulia budget of 2023. The awards and the Carrefour stage name no opening day in these reports.

  • Carrefour's customer stage closed on 6 November 2022.
  • Bucharest's budget window closed on 19 November 2021.
  • Alba Iulia's first budget closed on 30 November 2020.
  • Alba Iulia's 2023 budget ran on until 17 December 2023.
  • Only two of the reports name an opening day for a November vote.

Residents, citizens, readers and customers were the groups the reports name

The groups differ from one vote to the next, so the reports name who was eligible in each case. Alba Iulia's budget votes were for residents and citizens of that city, and Bucharest's was open to the city's residents.

The Radar de Media reader vote counted votes from site readers, and the Carrefour stage counted votes from the retailer's own customers. An entrant's eligibility therefore follows the group the organiser names for its own vote, not a general rule for November.

A Bucharest resident fits the 2021 budget, a site reader fits the 2023 Radar de Media vote, and a Carrefour customer fits the 2022 finalist stage. No report sets an age or a proof of residence for any of them, so the page cannot add one.

  • Alba Iulia's budget votes named the residents and citizens of that city.
  • Bucharest's budget vote was open to the city's residents.
  • The Radar de Media reader vote counted votes from site readers.
  • The Carrefour customer stage counted votes from the retailer's customers.
  • Each organiser names its own eligible group, so the groups change from vote to vote.

What the reports leave open: disqualification, checks and 2026 dates

The reports set out no disqualification rule for any of these votes, so this page cannot say what removes a vote or an entry. Nor do they describe how an organiser checks that a voter is real, so no such check is claimed here.

No Romanian law on contests or votes is cited in the reports, so this page cannot say whether a given November vote is lawful. Each vote belongs to its own organiser, and that organiser's published rules are the place to check its terms.

The newest dated vote in the material ran in 2023, and no report covers November 2026. Any 2026 calendar needs fresh reports from the organisers and city halls named above.

  • The reports name no disqualification rule for these November votes.
  • No report describes how an organiser checks that a voter is real.
  • No Romanian law on contests or votes is cited in the reports used.
  • The newest dated vote in the material ran in 2023.
  • No report covers November 2026, so no 2026 dates can be given.

Rules that apply

The dates and names here come from five press reports, each checked against the report that carries it: Digi24 and the Radar de Media gala, Alba Iulia city hall through a regional news site, Bucharest city hall through a business news site, and Carrefour with RTL through Forbes Romania. The page was reviewed on 21 October 2026. Where a report gives no closing day, as with the 2023 reader vote, the page says so rather than estimating one. The newest dated vote in the sources ran in 2023, so the calendar below records past votes and is not a forecast.

What we decline

This page does not forecast a November 2026 calendar, because no report it draws on covers 2026, and it gives no prize money or result for any vote. It does not name which Romanian organiser will run the next vote, and it cannot say how a city hall or a retailer counts its ballots. Radar de Media, Carrefour with RTL, and the Bucharest and Alba Iulia city halls set their own rules, dates and eligible groups, and this page cannot change any of them. Nothing here promises a placing, a prize or a count that a particular entry would reach.

Questions and answers

The reports name five November votes in Romania. They are the Radar de Media reader vote of 2023, the Carrefour and RTL customer stage of 2022, and three city hall budget votes: Bucharest in 2021 and Alba Iulia in 2020 and 2023. Opening days are stated only for the Bucharest 2021 budget and the Alba Iulia 2023 budget, so the other three have no stated opening day.

Three votes in the reports close in November: the Carrefour customer stage on 6 November 2022, the Bucharest budget on 19 November 2021 and Alba Iulia's first budget on 30 November 2020. The Alba Iulia 2023 budget closed on 17 December, and the Radar de Media reader vote has no closing day in the reports.

Dated windows differ in length. Bucharest's 2021 window lasted fourteen days, from 5 to 19 November, while Alba Iulia's 2023 window ran from 15 November to 17 December. The reports give no length for the Radar de Media reader vote or for the Carrefour customer stage.

The reports give no gap between the close of voting and the announcement for any November vote. The one winner announcement they date is the Radar de Media gala of November 2023, where Digimatinal received the best informative programme award.

The reports name no entry deadline for any November vote, so no lead time can be stated from them. The one pre-vote step they show is the Alba Iulia 2023 budget, which had 12 ideas submitted before its backing window opened on 15 November.

The reports give no entry date, so the organiser's own published dates are the only ones to work from. The material does show how short a November window can be, since Bucharest's budget ran for fourteen days between 5 and 19 November 2021.
